James (Jim) Palmer has taught various law courses at QU for many years—focusing on Constitutional Law and Civil Rights and Civil Liberties. He practices in these areas and has litigated constitutional claims as well as representing municipal government in civil rights and liberties litigation and general matters. He has a Juris Doctor (J.D.) from the University of Illinois College of Law, a B.A. in History and a B.A. in Political Science. He is a partner at a local law firm. He has vast trial experience, from trying criminal cases as a defense counsel and a prosecutor, and has tried complex civil cases. He has practiced in state courts in Illinois and Missouri and in federal court at all levels and is admitted to the U.S. Supreme Court Bar.
