Quincy University will induct four individuals into the Legal Hall of Fame at the 2019 Induction ceremony on Saturday, April 27 in the Hall of Fame Room, located in the Health and Fitness Center (20th & Oak). The evening will begin with a cocktail hour at 5:00 p.m. with dinner and the ceremony to follow. The cost of the event is $25 per person and reservations are required. 2019 Inductees are:

Teresa Kettlekamp, ’74 was the first female to attain the rank of colonel with the Illinois State Police. After 29 years of service, she retired in 2003. After her retirement, she has held various positions advocating for the protection of minors.  In February 2018, Kettlekamp was appointed as a member of the Pontifical Commission for the Protections of Minors where she serves as the moderator of the working group, “Working with Survivors.” She also works for Kinsale Management Consulting where she provides operational, investigative and educational support to businesses and faith-based organizations in the areas of Workplace Violence and Rick Prevention and Threat Analysis.

Michael F. McClain served five terms in the Illinois House of Representatives, where he made strong contributions of reform within the Illinois Department of Children and Family Services. He also led the creation of the Illinois Department of Nuclear Safety, the Department of Veterans Affairs, and served as a strong advocate for education funding reform. In 1982 he returned to the full-time practice of law with an emphasis on lobbying in the Illinois Legislature, serving numerous clients. He is now retired and is a current member of the Quincy University Board of Trustees and was the chair of the Presidential Search Committee.

James L. Palmer ’70 has been practicing law for 45 years. Palmer is a recipient of the Liberty Bell Award from the Illinois State Bar Association. He is recognized as one of the outstanding defense counsels in general civil litigation in Illinois with a concentration in employment practice liability defense. He is active in various professional associations and served the community and his profession by being a member of the Inquiry and Hearing Panels of the Illinois Attorney Registration and Disciplinary Commission from 1976 – 2003. He has taught law-related courses at QU as an adjunct professor for 40 years.

David K. Slocum ’63 served the people of the Eighth Judicial Circuit as one of the circuit’s 11 judges for 32 years, retiring in 2007. He was appointed to that position in 1975 by the Illinois Supreme Court. Prior to that appointment, he practiced law with Charles A. Scholz and Hubert Staff in Quincy. During his judicial career, he was chosen by the judges of the circuit to serve as the Chief Judge, from 1987 – 1991. In retirement, he has become involved in mediation. In addition, he served on the board of the Tracy Family Foundation.
