Quincy University Clery Act
Access to Campus Facilities:
Access to campus facilities varies from building to building. The residence halls are locked 24 hours per day and most other campus facilities are locked between 10 p.m. and midnight depending upon scheduled activities. Only those people with proper authorization may remain in an area after closing.
Maintenance of campus facilities:
Facilities and landscaping are maintained in a manner to minimize hazardous conditions. The maintenance of the campus is the responsibility of the Physical Plant. Security reports conditions that could be hazardous to maintenance in writing as well as through direct contact with on-call personnel when the need arises. Additionally, lighting is monitored by security officers and any lights that may not be working are reported to the maintenance department.
Monitoring off campus criminal activity:
The Department of Safety and Security attempts to monitor off campus student criminal behavior through cooperation with the Quincy Police Department who will be primarily responsible for investigations of this behavior. Students involved in criminal behavior off campus may be subject to University disciplinary action in addition to criminal sanctions imposed by the state.
Reporting Crimes and Emergencies:
If you witness a crime or become the victim of a crime, please report the incident to the Campus Security Office (228-5600), the Office of Student Affairs (228-5320), or your Residence Hall Staff as soon as practical. Your concerns will be handled by our staff and / or referred to the proper local authorities. Students who are victims of a serious crime will be provided assistance in reporting the incident to the Quincy Police Department.
Sexual Assault Policy:
Quincy University has adopted institutional policies specific to sex offenses in compliance with the Higher Education Amendments of 1992. These include:
1. The University presents educational programs throughout the year to address issues of rape, acquaintance rape, self defense, personal safety, etc. Watch for notices of these sessions in the residence halls and in the activities calendar.
2. Sanctions for committing a sex offense may include suspension or dismissal from the University.
3. A student who is the victim of a sex offense should notify a University official (RA, Residence Director, Dean of Students, Vice President for Student Affairs, Security Officer, etc.) as soon as possible. These campus resources can offer emotional assistance, as well as help with filing charges. It is important to remember the need to preserve evidence of the offense to help with the possible prosecution of criminal charges.
4. When a sex offense has been reported, a member of the Student Affairs staff will meet with the victim to review options and to offer assistance with filing charges and/or contacting appropriate support services. After a charge has been filed through the University judicial system, the accused student will be notified of the charges and will submit a written account of the incident with 48 hours. The victim may choose to have the case heard either by the University Judicial Board or an administrative panel. A hearing will be scheduled as soon as possible after both students' written accounts are received. Both the accused student and the victim have the right to have an advisor present during the hearing and both parties will be notified of the results of the hearing. 5. A student who has been the victim of a sex offense has the option to report the incident to local police authorities and to file criminal charges. Student Affairs staff members will assist any student who wishes to file criminal charges.
6. There are a number of resources in the Quincy Community to help victims and University staff can assist with-making referrals to these agencies.
7. The University will assist with all reasonable course and room assignment changes that a victim may request. These requests should be directed to the Vice President for Student Affairs.
Timely Warning Reports:
In an effort to keep our community informed, the Safety & Security Department will issue “timely warning” bulletins in a manner that is timely and will aid in the prevention of similar crimes. A warning will be issued when a crime listed in the Clery Report occurs or is considered to represent a threat to students or employees. This warning may include campus emails, postings in residential halls, and / or mailbox stuffing. It should be noted that an institution is not required to provide a timely warning with respect to crimes reported to a pastoral or professional counselor. In addition a timely warning may not be sent should a situation arise that issuing such warning would hinder an investigation, provide a suspect an opportunity to destroy evidence or at the request of local police while they are conducting an investigation.
University Alcohol and Drug Policy:
The University, through the Coordinator of Alcohol and Drug Education, offers the following services for those concerned about alcohol or drug use:
• Counseling and Intervention Services
• Support Groups
• Alcohol Education Programs
• Resource Center
Referrals may also be made to local agencies dealing with issues of alcohol and drug use. More information may be obtained by calling the Coordinator at 228-5320. The office is located in the lower level of the Student Center.
